On September 26, 2023, Associate Professor of the Department of Accounting, Analysis and Control Shevtsiv Lyubov Yulianivna held a guest lecture on the topic “Accounting of cash and monetary documents” from the academic discipline “Accounting and taxation at small enterprises” for students of the UFO-31c group of the Faculty of Finance and Business Management educational program “Accounting, analysis and financial investigations” with the active participation of a stakeholder – the head of the Lviv branch of Oschadbank – Oleksiy Vasyliovych Chokhriy. Which was also joined by the head of the department, Professor Romaniv E.M. and deputy head of the department associate professor S.V. Pryimak.

During the lecture, the students heard about the importance of a sufficient amount of cash as a universal means of settlement for the economic growth of small enterprises. Chokhriy Oleksiy Vasyliovych told the students how banks cooperate with small businesses to replenish working capital, to purchase fixed assets (real estate, special equipment, equipment), in terms of attracting (receiving) grants, providing low interest rates for loans, benefits for paying taxes, as well as facilitation of obtaining grants under the “eRobota” project for micro-businesses and others. In particular, and especially, during Ukraine’s war with the Russian Federation.

Oleksiy Vasyliovych told the audience about the features of the “Affordable Loans 5-7-9” credit program, which can be used by micro, small and medium-sized business entities whose revenue does not exceed 20 million euros per year. It was also reported that in 2022, the state launched grant programs to support business and create a new business for beginners, to which banks joined. Noting the importance of cooperation between banks and Ukrainian business, it was reported about changes in the legislation, which will be implemented from August 1, 2023.

In particular, the fact that banks, payment service providers, cooperating with businesses, must notify the State Tax Service of Ukraine about the opening or closing of electronic accounts, e-wallets of payers, on the day of opening/closing of the account or e-wallet, also that the norm remains legislation that allows cash transfers of up to UAH 5,000 without identification of the payer. Attention is drawn to the fact that from October 1, 2023, changes await taxpayers who carry out settlement operations in the field of trade, public catering and services, which are related to the adoption of the Law of Ukraine dated June 30, 2023 No. 3219-IX. At the same time, despite the introduction of martial law in Ukraine, since August 1, 2023, the use of PRO (PRRO) by business has not been canceled. Separately, it was also mentioned about financial offenses related to the circulation of money, including fines for exceeding the established limit, the use of the PRO (PRRO) and others.

We would like to thank Oleksiy Vasylovich Chokhry for his active participation in the guest lecture, and all those present for the interesting dialogue.
