A MEETING WITH AN EXPERT – A PRACTITIONER IN THE SPHERE OF LOCAL GOVERNMENT

It is an established tradition at the Department of Financial Management to hold guest lectures with practicing specialists, which helps to establish close cooperation and communication between teachers, employers and students of higher education. On the basis of such cooperation, on November 2, 2023, for students of the “Finance, Customs and Taxation” educational program of the second (master’s) level of higher education, the head of the department of cooperation with local financial bodies of the Department of Finance of the Lviv Regional Military Administration, Olga BORDUN, held a guest online lecture on topic: “Financial resources and expenditures of the budgets of territorial communities”.
The speaker dwelled in detail on the peculiarities of the functioning of local self-government during the period of martial law, the existing problems of territorial communities in modern socio-economic realities. Olha BORDUN familiarized the applicants with the financial resources that come to the budgets of communities of Lviv Oblast, focused considerable attention on the items of income that experienced the largest reductions and indicated the reasons for such negative dynamics, outlined the changes in budget and tax legislation during the war.
The material of the lecture significantly deepened the theoretical and practical knowledge of the applicants on the subject, which is considered within the framework of the educational components “Management of finances of territorial communities” (teacher – associate professor Oksana ZAKHIDNA, organizer of the guest lecture), “Management of finances of the social sphere” (teacher – professor Ulyana VATAMANYUK- ZELINSKA, guarantor of the master’s educational program).
The lecture took place in the format of a lively conversation and answers to questions, which, in turn, testifies to the importance of holding such meetings with practical workers and provides opportunities to expand the range of professional competences, to form a common discussion space in which applicants and teachers join.
The participants of the event thanked the speaker for an interesting and relevant story and agreed to expand cooperation in the future.
