Course description

The purpose of studying the discipline is to study the principles of local finance and acquire practical skills in the application of tools for managing financial resources of local government based on the separation of functions and powers of state and local authorities.

The tasks of studying the discipline “Local Finance” are:

• formation of theoretical knowledge and development of practical skills in the field of attraction and use of financial resources of local self-government bodies and enterprises of local economy;
• study of the basic principles of organization of financial relations between state and local authorities;
• identifying problems of reforming local finances in the process of market transformation of the national economy;
• determining the directions of development of local financial institutions under the condition of decentralization;
• formation of skills to apply the norms of legislation at the level of self-government of the territorial community in professional activities.
