Course description

PURPOSE AND TASKS OF THE COURSE

The purpose of the discipline: mastering theoretical knowledge on the theory and history of management, public administration and the development of practical skills in the application of laws, principles, methods, technologies and procedures in the management of entities

public sphere; formation of skills and competencies necessary for the performance of functions and implementation of the powers of the head (specialist) of the subject of public administration, including for public authorities and local governments.

The main tasks of the discipline:

– generalization of theoretical principles in the field of public administration, understanding of the main trends and directions of their evolution;

– definition of the essence, laws, principles and mechanisms of public administration in the development of society;

– mastering the basics of methodology, technologies and procedures of public management of public facilities;

– mastering the methods of formation, monitoring and control of management decisions at the national, regional and local levels, as well as at the level of public entities, from the standpoint of common civilizational values, world experience and understanding of scientific achievements;

– formation of skills of development and implementation of measures to ensure effective and efficient activities of public entities.

Requirements for knowledge and skills:

Integral competence:

Ability to solve complex specialized tasks and practical problems in the field of public administration and administration or in the learning process, which involves the use of theories and scientific methods and is characterized by complexity and uncertainty of conditions.

General competencies:

– ability to identify, pose and solve problems.

– ability to learn, acquire new knowledge, skills, including in a field other than professional.

– ability to critically evaluate and rethink the accumulated experience.

– ability to adapt to new situations in professional activity, to be proactive and creative, to generate and formulate new ideas, to substantiate their expediency.

– ability to think outside the box, apply knowledge of management in a wide range of practical work and in everyday life.

Professional competencies:

– ability to ensure the appropriate level of development and use of management products, services or processes

– ability to ensure compliance with legal and ethical standards of conduct.

– ability to research and exploration in the field of public administration.

– ability in the working group to conduct applied research in the field of public administration.

Program learning outcomes obtained by students after studying the discipline:

– use basic knowledge of historical, cultural, political, social, economic principles of society.

– know the structure and features of the functioning of public administration and administration.

– know the standards, principles and norms of activity in the field of public administration.

Requirements for knowledge and skills

  1. a) know:

– subject area and methodological basis of public administration;

– promising research areas of public administration; technologies and procedures for forming public administration goals;

– laws, principles and mechanisms of public administration; principles, mechanisms, bodies, methods and styles of public administration; features of public administration;

– features of the responsibility of public administration entities for offenses in this area;

  1. b) be able to:

– prepare normative documentation (orders, directives, etc.), proposals, recommendations (projects) for the subject of public administration to determine strategic goals, objectives and stages of management decisions based on the results of systematic analysis of socio-political and socio-economic development of management object of management), using methods of determining certain indicators;

– to determine the technology of management of the subject of the public sphere, which is rational in terms of achieving the goal of the activity and the resources used, taking into account the characteristics of this subject;

– to develop the procedure and the main content of each stage of formation and implementation of the management decision with definition of terms, executors and cost;

– take measures to introduce modern forms and methods of activity of the subject of the public sphere, its structural unit, optimization of its functional and organizational structure, based on the content of modern management technologies;

– apply methods and criteria for evaluating the effectiveness and efficiency of public administration in conditions of socio-economic change.
