Course description

The purpose of studying the discipline “Financial support of territorial communities” is:

• to help students understand the theoretical and practical innovations of legislation on the formation and implementation of local budgets;
• provide students with theoretical knowledge about the structure of the general fund of local budgets;
• to acquaint students with the purpose and structure of the special fund of budgets of the united territorial communities;
• to reveal the approach to the formation of local budgets based on the use of program-target method;
• to form in students understanding of features of financing of projects of development of the united territorial communities;
• to form students’ systematized knowledge on control in the budget process, audit of the effectiveness of budget programs, budget monitoring.

The main tasks

The objectives of the study of the discipline “Financial support of territorial communities” are:

• study of theoretical bases and forms of functioning of financial maintenance of territorial communities, mastering of the basic receptions and methods used for effective management of financial resources of territorial communities;
• coverage of the theoretical foundations of functioning in a market economy of such economic categories as budget, local budget, special and general fund of the local budget, intergovernmental relations, as well as determination on this basis of methodological principles of financing OTG development projects and budget control and monitoring.
