On October 5, 2023, as part of studying the disciplines “Local Finances” and “Investments”, students of the I (bachelor’s) level of higher education of the educational program “Finance, Banking and Taxation” had the opportunity to attend an online meeting with the head of the Bativ settlement council of the Berehiv district of the Zakarpattia region – Dmytro Aleksandrovych Taranenko.

The purpose of the event was to discuss investment incentives for the creation of industrial parks at the initiative of territorial communities. The interdisciplinary context of the meeting is due to the study of related topics of the educational components: “Local Finance” (theme: “Financial and material basis of local self-government”) and “Investment” (theme: “Innovation as an object of investment activity. Investment resources”) teacher – prof. Department of Financial Management Vatamanyuk-Zelinska U.Z.

During the meeting, the prerequisites for the creation of the Batyovo industrial park were considered, as an important component of the industrial and production infrastructure in Ukraine. The developed investment passport and territorial community development strategy, as noted by the head of the village council – Mr. Dmytro, made it possible to implement innovative measures in the activities of energy enterprises of the Transcarpathian region, as well as to find and attract investment resources for the creation of industrial parks on a “brownfield” basis. In addition, the settlement community is developing a logistics hub for thousands of new jobs, and today the community has already developed three large projects of production and transshipment complexes, which have received the approval of the relevant ministry and are currently at the construction stage.

The participants of the meeting identified the main macroeconomic problems that prevent investment in Ukraine. Measures to eliminate such obstacles through the use of state-wide instruments were discussed. In practice, they saw the functionality of local self-government bodies as an initiator of changes in the territorial community, as well as measures to restore critical infrastructure in conditions of martial law. Dmytro Oleksandrovych focused on the organizational and legal issues of creating industrial parks, which are important for the study of investment.

Such meetings provide an opportunity to introduce the experience of practical activity into the educational process, taking into account the branch and regional context in the content of the educational program. Therefore, the formation of similar interdisciplinary events and the creation of platforms for meetings between different academic environments will become a good tradition of the Department of Financial Management in the future.
