International internship of Doctor of Economics, Professor Nataliі Sytnyk and Doctor of Economics, Associate Professor Halynу Kaplenko

On November 30, 2021, the Head of the Department of Financial Management, Doctor of Economics, Professor Natalia Sytnyk and the Head of the Department of Economics and Public Administration, Associate Professor Halyna Kaplenko completed the INTERNATIONAL TRAINING PROGRAM “GLOBAL CHALLENGES”.  The internship lasted from September to November 2021. The main purpose of the internship was to share experiences and improve the practical skills of scientists and practitioners to objectively assess the potential risks in the system of public administration in the context of global change and modern challenges; analysis and comparison of the results of modern reforms in Ukraine and European countries, development of modern mechanisms for their implementation for public safety.

The platforms for the internship activities were Scientific Research Institute of Public Administration and Management of National University “Chernihiv Polytechnic” (Ukraine), International Scientific and Educational Platform “UPDATE” (Ukraine), Wyższa Szkoła Współpracy Międzynarodowej i Regionalnej im. Z. Glogera w Wołominie (Poland), Wyższa Szkoła Ekonomiczna w Stalowej Woli (Poland), Akademia Kaliska im. Prezydenta Stanisława Wojciechowskiego (Poland). The main speakers from the Polish side are Doctor of Technical Sciences Wojciech Slomka, Doctor of Science Mateusz Piskorski, Doctor of Social Sciences in the field of sociology Małgorzata Kołecka, Doctor Radosław Zagórski, Doctor Karolina Psonka.

The participants of the internship took part in a series of scientific trainings “Directions of Europeanization of public administration and local self-government”, which discussed the development of state institutions and civil service, public services in globalization and integration change; motivational training “Management of personal effectiveness: methods of change management”, during which improved skills of planning for change, mastered the principles of resistance to change in the formation of leadership skills of the modern manager; were involved in the webinars “Local democracy, involving people in local affairs in Europe: the experience of Poland”, which discussed the principle of citizen participation in management decisions in today’s challenges; took part in the scientific discussion “From governance to governance: principles, approaches, tools of modern public administration”, which aimed to outline models and algorithms for development management, the role of international organizations in the development and implementation of good governance tools.

Experts-consultants on globalization and integration, strategic planning, Doctor of Science in Public Administration Igor Kozyura, Candidate of Science in Public Administration Volodymyr Vakulenko, Candidate of Economic Sciences Olga Berdanova, Consultant in Local Democracy and Elections, Candidate of Science in Public Administration Oleksandr Tytarenko were involved in the pieces of training. Consultant on Marketing and Branding of Territories, Democratic Governance, Candidate of Economic Sciences Natalia Hrynchuk, Consultant on Logistics, Leadership, Urban Planning, Digital Transformation, Candidate of Sciences of Public Administration Hryhoriy Borshch. Yulia Lykhach, Candidate of Public Administration, First Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union, was invited to participate in the events. She conducted a methodological consultation “Results-oriented management system”, outlined the issues of quality management in the international context, described the tools to ensure efficiency, effectiveness and quality of public authorities, tools to ensure transparency of public authorities and local governments in today’s global challenges.

During the distance stage, the participants had the opportunity to get acquainted with educational and scientific materials on “The impact of globalization on the development of management strategies”, “Ukraine’s European integration policy: global influences and current realities”, “The impact of globalization on the effectiveness of public administration “,” Global instability: the need for innovative modernization “, etc.

During the internship, the 3rd International Scientific and Practical Conference “Modern Paradigm of Public Administration” (based on the Ivan Franko National University of Lviv) was held, based on the results of which a collection of abstracts was published.

General results of the International Internship in the form of scientific articles are published in the international periodical SOCIOWORLD (Tallinn, Estonia).
