Guest lecture on the topic: “Features of interbudgetary transfers under martial law”

On October 20, 2022, for students of the III year of the UFP-31s, UFP-32s majors 281 “Public Management and Administration” a guest lecture was held on the subject “Budget System” on the topic: “Features of inter-budgetary transfers under martial law” (lecturer: Associate Professor of the Department of Financial Management Zahidna O.R.). The lecture was held with the participation of Kateryna Zakorko, a leading specialist of the Consolidated Budget and Interbudgetary Relations Department of the Finance Department of the Lviv Regional Military Administration.

The speaker informed the students about the latest key changes in the budget legislation, drew attention to the conditions for transferring the reverse subsidy to the state budget from local budgets in wartime conditions, told about the effectiveness of the decentralization, which enabled local self-government bodies to obtain autonomous, independent and adequate financial resources.

In the conditions of war, local self-government bodies face many challenges. Therefore, the important issues of the lecture were the following: settlement of imbalances between the levels of development of different communities, ensuring stable development, clear demarcation of powers between all levels of government.

In general, the meeting made it possible to see how many financial resources have reached the local budgets of Lviv region, including inter-budgetary transfers, to get acquainted with the indicators of the financial capacity of territorial communities and the rating of the budget capacity of territorial communities of Lviv region.
