Guest lecture by the Head of the Department of Financial Analysis and Public Procurement of the Department of Economic Policy of the Lviv Regional Military Administration for students of higher education of the second (master’s) level of education under the educational program «Finance, Customs and Taxation»

On October 16, 2023, a guest lecture was held as part of the study of the discipline «Public procurement», which is taught within the ЕPP «Finance, customs and tax affairs» of the second (master’s) level of higher education for applicants of the specialty 072 «Finance, banking and insurance» on the topic «Public procurement. Basics of the procurement process». At the invitation of the assistant professor of the Department of Financial Management of the Faculty of Finance and Business Management of Ivan Franko National University of Lviv, Candidate of Economic Sciences. Petyk L.O. the lecture was conducted by Lesya Volodymyrivna Bordun, head of the Department of Financial Analysis and Public Procurement of the Department of Economic Policy of the Lviv Regional Military Administration.

Applicants had the opportunity to familiarize themselves with the features of the procurement process in modern conditions.

In particular, the speaker discussed the following issues at the lecture:

• What is public procurement and why is it important
• What is Prozorro and how to learn to work with this electronic system
• The main players of the Prozorro system
• How purchases are made, types of purchases and methods of their implementation
• Levels of accreditation of platforms for public procurement
• Organization of procurement activities
• Authorized person, requirements for the MA and its powers
• New rules of public procurement
• The main stages and methods of determining the expected value of the procurement item
• Possible problems and risks by stages

Students of higher education gained new useful knowledge, enriched their experience regarding public procurement itself, the Prozorro electronic public procurement system, new public procurement rules and the main stages and methods of determining the expected value of the procurement item.

L. V. Bordun informed the students about the importance and relevance of the profession «Public Procurement Specialist» (code KP2419.2, stipulated by the National Classifier of Ukraine DK 003:2010 «Profession Classifier»).

At the end of the meeting, Associate Professor of the Department of Financial Management, Faculty of Finance and Business Management of Ivan Franko National University of Lviv, PhD. Petyk L.O. and L. V. Bordun, Head of the Department of Financial Analysis and Public Procurement of the Department of Economic Policy of the Lviv Regional Military Administration discussed the changes made to the content of the discipline «Public Procurement», which is taught within the framework of the OPP «Finance, Customs and Tax Affairs» of the second (master’s) educational level of higher education for applicants of the specialty 072 «Finance, Banking and Insurance», and agreed on directions further cooperation of the Department of Financial Management and the Department of Financial Analysis and Public Procurement of the Department of Economic Policy of Lviv Regional Military Administration.

Such guest lectures by specialists-practitioners as an important component of the training of highly qualified specialists are useful for those seeking higher education, because practical cases from specialists deepen the knowledge of students and help them in the formation of professional competences.
