Course description

The subject of the discipline “Financial Management of United Territorial Communities” is the process of formation, use and development of territorial, land and financial resources of the united territorial community.

The purpose of studying the discipline “Financial Management of United Territorial Communities” is to provide students with theoretical and practical knowledge on the management of financial resources of united territorial communities in the context of local government reform.

The tasks of studying the discipline “Financial Management of United Territorial Communities” are:

• revealing the basic principles of unification of territorial communities in the conditions of decentralization;
• understanding the peculiarities of the functioning and strategic planning of the development, formation and implementation of UTC financial policy;
• mastering the theoretical foundations of the mechanism of formation of revenues and expenditures of UTC budgets;
• mastering the method of calculating the financial capacity of the united territorial community and tools to ensure its stable functioning.
