DIGITALIZATION AND THE DIGITAL STATE
On November 2, 2022, at the Faculty of Finance and Business Management of the Ivan Franko National University of Lviv, a meeting of scientific and pedagogical workers and students of higher education took place with the deputy head of the Lviv Regional Military Administration for Digital Development, Digital Transformations and Digitalization (CDTO) – Oleksandr Kulepin.
In 2020, a new position — Chief Digital Transformation Officer (CDTO) — officially appeared in Ukraine. These are deputies for digital transformation in state bodies from the regional level to the ministries.
Andriy Stasyshyn, Dean of the Faculty of Finance and Business Management of the Ivan Franko National University of Lviv, addressed the audience with a welcoming speech: – “There is no doubt that the world of digital technologies and digitization, which we are entering, is not only a new logical stage in the development of the technological sphere of humanity , but also of the entire existing reality. Digital technologies are rapidly capturing the bridgeheads for development. Digitization is becoming the most important factor in the economic growth of the economy of any country and is generally a modern trend in Ukraine.
“When I became CDTO in May 2021, we didn’t have a team – just a few employees in different departments who were responsible for digitization. I built the Digital Development Department from scratch. I tried to attract people who, in my opinion, would give impetus to the development of the region. For example, I invited to our team a consultant from the U-LEAD project, who has been helping to develop TsNAPy for the past five or more years” – this was the introductory thesis of Oleksandr Kulepin of the meeting.
The speaker talked about the development of digitalization in the region, about achieving the goals of the Ministry of Digital Affairs, about the transfer of all services to the digital space, the development of the network of public health centers, Internet coverage, the transfer of paper document circulation to electronic format, about the dynamic promotion of digital initiatives, cooperation with relevant ministries and direct interaction with Ministry of Statistics and much more. They discussed the prospects of public service, the advantages of working in public authorities, involvement in internships and practices, opportunities for students of higher education who aspire to work in the public sphere after graduation.
The conversation sparked a lively discussion, applicants had the opportunity to get answers to their questions from a practitioner and a professional.
At the end of the meeting, Andriy Stasyshyn, Dean of the Faculty of Finance and Business Management, thanked the speaker for an interesting conversation and outlining the prospects for the development of young people. The Нead of the department of public administration and business management, Hanna Komarnytska, expressed gratitude for the involvement of applicants in practice in the digital development department of the Lviv Regional Military Administration.
