Students of the educational programme ‘Public Administration and Business Management’ visited the Lviv HR Forum.

On 31 October 2025, students of the educational programme ‘Public Administration and Business Management’ of the Department of Public Administration and Business Management of the Faculty of Finance and Business Management of Ivan Franko National University of Lviv, Veronika Shkurat, Ivan Katsimon, and Daryna Maidanevych took part in the prestigious Lviv HR Forum to improve their skills in the field of human resource management. This year’s forum theme, ‘How not to lose talent when the world is on fire,’ perfectly reflected the key challenge for modern Ukraine. This challenge is the preservation, development, and support of human capital during a full-scale war.

 

 

 

The forum brought together representatives of business, municipalities, and the public sector to discuss strategies for countering the outflow of personnel. As noted by Natalia Rudkevych, Deputy Director of the Human Resources Management Office and Head of the Recruitment and Training Department of the Lviv City Council: “The state’s greatest asset is its people, and in times of war we face the challenge of a shortage of personnel and motivation to live and work here. We see that many people are leaving the country in search of a better life. HR is not only about recruitment, it is also about motivation, training, development and care.”

The Lviv City Council is proud of its pioneering experience. The city became the first in Ukraine to implement modern HR practices in local government. “We care about the people who came to us because of the war. These are forcibly displaced Ukrainians, veterans and veteran women. We are ready to share this experience with other communities,” added Nataliia Rudkevych.

The participants of the event were greeted by Lviv Mayor Andrii Sadovyi. He shared his personal insights on team management at City Hall. “The state can be successful when it builds a high-quality personnel management system. A manager who understands the importance of personnel policy will also be successful. I was wrong to hire successful entrepreneurs. None of them became effective officials. Now the rule is simple. We hire people who are committed to working for the community,” emphasised Andriy Sadovyi.

For students Veronika Shkurat, Ivan Katsimon, and Daryna Maidanevych, participation in the forum was a valuable practical experience. It will help them in their future careers in public administration and business management. The event emphasised that in wartime, investment in human capital is not an option but a necessity for the sustainable development of Ukraine.

The Lviv HR Forum continues to be a platform for sharing best practices. It contributes to the formation of a new generation of leaders focused on caring for people.
