FORUM «FINANCIAL SUSTAINABILITY OF COMMUNITIES» AND DEVELOPMENT OF DISCIPLINES UNDER THE EPP «PUBLIC ADMINISTRATION AND BUSINESS MANAGEMENT»

Professor, Doctor of Economic Sciences Borys Karpinsky (department of public administration and business management) and graduate student of this department Dmytro Pfister took part in the Forum «Financial stability and economic development of communities», October 3-4, 2024 (Lviv). The forum was held as part of the Ukrainian Resilience Week, which was organized by the Lviv City Council, with the support of the USAID HOVERLA Project, the U-LEAD with Europe program, and the UNIDO project. This forum brought together representatives of 50 communities, Ukrainian and international financial institutions, deputies of the Verkhovna Rada of Ukraine and local self-government bodies, experts and speakers from Argentina, Germany, Austria, and Poland to exchange experiences on the possibility of attracting additional financial resources, as well as the implementation of the best European practitioners in the communities of Ukraine. The participants of the event directly focused on the problematic aspects of development in terms of survival, community stability, features of cooperation with international financial organizations, the consequences of war and future challenges, the state of state and local budgets, lending and cooperation with banks. Practically, this refers to the systematization and development of scientific approaches to the issue of financial sustainability of communities, as well as their possibilities in the context of real coverage in academic disciplines under the Public Administration and Business Management Program.

In general, the participants of the Forum focused on scientific and practical directions:

  • trends in the economy, state of affairs in state and local budgets;
  • financial and credit instruments for municipalities;
  • best practices of foreign cities in attracting additional sources of financing for municipal investment projects;
  • ways to increase the revenue part of local budgets;
  • peculiarities of the budget process in 2025;
  • expected changes in the field of local finance in the context of European integration processes.

Taking into account modern concepts, trends and methods of managing the financial stability of communities becomes the basis for further active discussion with stakeholders and filling the EPP «Public administration and business management» with specific analytics and practical cases regarding the interaction of public administration bodies, business and civil society, thereby strengthening the effectiveness of the department’s scientific activities, as well as the educational process.
