Certification of Graduates of the Educational Program “Public Administration and Business Management”

Students majoring in 281 “Public Management and Administration” (field of study 28 “Public Management and Administration”) successfully completed the certification process for the educational and professional program “Public Administration and Business Management.” The certification process involved taking a qualifying exam and publicly defending their final projects, which allowed for a comprehensive assessment of the graduates’ theoretical training and their ability to apply management tools to challenges in the public sector and the business environment.
The certification committee was chaired by Boris Karpinsky, Doctor of Economics, Professor, and faculty member. The commission consisted of Hanna Komarnytska, Doctor of Economics, Professor; Olena Reshota, Candidate of Sciences in Public Administration, Associate Professor; Olena Gerasymenko, Candidate of Economic Sciences, Associate Professor; and Maksym Stoliarchuk, who serves as Deputy Head of the Kyiv Regional State Administration for Digital Development, Digital Transformation, and Digitalization (CDTO). Roman Sayevych, Ph.D. in Public Management and Administration and assistant professor in the Department of Public Administration and Business Management, served as secretary. This structure of the commission, which combined academic expertise with managerial practice, ensured that the works were evaluated both in terms of methodological correctness and their practical significance.

The qualifying exam assessed the students’ mastery of the program’s key components, including the theory and practice of public administration, institutional governance, regional and local development, and the digital transformation of management processes. The defense of the qualifying theses demonstrated the graduates’ ability to independently formulate a research problem, justify their methodology, and draw practical conclusions from their analysis.

The topics of the theses reflected the program’s applied orientation and its dual focus on public administration and business management. Graduates explored staffing and the professional competence of local government officials; mechanisms for public-private partnerships in infrastructure and metropolitan projects; the modernization of administrative and public service delivery in local communities; state regulation of digitalization, particularly in the banking sector, as well as crisis management of business operations under martial law. A separate group of theses focused on public administration in the field of environmental protection and on public engagement in management decision-making at the regional level.

The results of the accreditation confirmed that the graduates’ training meets the requirements of the higher education standard for specialty 281 and demonstrated consistency between the stated competencies, program learning outcomes, and forms of final assessment. The graduates have earned their bachelor’s degrees and are ready to pursue professional careers in public administration, local government, and business management.
