The discipline “Financial Management of Territorial Communities” is an elective discipline in the specialty “Finance, Banking, Insurance and Stock Market” for the educational program “Finance, Customs and Taxation”, taught in 1 semester in the amount of 120 hours (4 credits according to the European Credit Transfer System ECTS).

The academic discipline “Financial Management of Territorial Communities” is aimed at forming theoretical knowledge of the main trends, content, principles of budget decentralization in the context of local government reform, developing practical skills in managing financial resources at the local level.

The purpose of studying the discipline “Financial Management of Territorial Communities” is to provide students with theoretical and practical knowledge of managing the financial resources of territorial communities in the context of local government reform.

The objectives of the discipline are:

• disclosure of the basic principles of territorial communities in the context of decentralization;
• understanding of the peculiarities of functioning and strategic planning of development, formation and implementation of the financial policy of TCs;
• mastering the theoretical foundations of the mechanism of formation of revenues and expenditures of the budgets of the TCs;
• mastering the methodology for calculating the financial capacity of a territorial community and tools for ensuring its stable functioning.
